Preparation
It's a hive of activity at our Knutsford head office, as we roll out our new client wins and prepare for the Agency Workers Regulations. We know from queries that we have received that you would like to know more about de Poel’s preparation the regulations.
So what's been happening? -
- We have had a further round of discussions with our clients to agree how they would like to approach the regulations, as well as dealing with clients on a case-by-case basis. As a result, some of our clients are well ahead of the pace and some are still formulating their approach.
- There have been further updates made to e-tips® - our electronic timesheet and invoice processing system - so that it not only tracks agency workers but also, amongst other things, stores comparator pay rate information. We have a large IT team in at de Poel HQ, many of whom are dedicated to AWR improvements, and we are now fine-tuning and testing the changes made in readiness for 1st October.
- We are going out to clients in the run up to the AWR to collect in the current comparator pay rate information. We hope to have the majority of the information stored in e-tips® by 1st October, even though it shouldn't be required until 12 weeks later, at the earliest.
And there's more, much of which we will share with you, as we try to make the transition to the AWR era as painless as possible for everyone affected by the legislation.

We have also prepared individual reports for existing client temporary agency worker usage derived from e-tips®, which highlights:
- Existing pay and overtime rates per job scope
- The current average length of assignments
- What proportion of assignments last more than 12 weeks
- If assignments are extended or regularly repeated
- The average break period between assignments
- The use of the same temporary agency worker in different roles within the same client.
- The supply of the same agency worker by different agencies
- The actual status of temporary agency workers currently being supplied (i.e. paye, umbrella company, self employed or limited company contractor)
- The proportion of female temporary agency workers
